President Reagan began a tax revolution when he cut the top tax rate from 70% to just 50% in 1981 and then cut it again to 33% in 1986. President Clinton raised the top tax rate to 39.6% and delayed further tax cuts for about eight years. In 2001, President G.W. Bush cut the top tax rate on capital gains to 20% and began a process to eliminate the estate tax.

The 2003 tax law is likely to be the culmination of the Reagan tax revolution with a cut in the capital gains top tax rate to 15% and a cut in the top rate on dividend income to 15%.
